Colossus
Colossus (1944) was the world's first programmable electronic digital computer, a special-purpose valve machine built by Tommy Flowers at the Post Office Research Station and used by the code-breakers at Bletchley Park. It broke the German Lorenz ("Tunny") cipher not by decrypting directly but by counting coincidences off a ciphertext paper-tape loop: when the trial chi-wheel setting was correct, the count climbed far above the mean and the setting was revealed. It is not a stored-program computer — its "program" is set on switches and a plug panel — so it has no CPU and no ROM.

Counting logic & paper tape
Colossus has no processor and no stored program: it is a special-purpose electronic machine whose "program" is the wheel start positions plus a Boolean function set on switches and a plug panel. It reads a ciphertext paper-tape loop at high speed, electronically regenerates the Lorenz chi-wheel patterns, and its thyratron ring counters tally Bill Tutte's double-delta coincidences until the correct chi-wheel setting makes the count stand out from the noise.
